The Art of the Cut: Dropping the Hammer on Woke, Wasteful Spending

July 17, 2025

WASHINGTON, D.C. — In a special edition episode of the Right to the Point Podcast, Rep. Riley Moore (WV-02), Chair of the RSC’s Rescissions Working Group, and Wade Miller, Senior Advisor at the Center for Renewing America, break down the $9 billion rescissions package that Congress is set to pass.

The pair dive into the history of what the rescissions process entails while bringing the receipts on far-Left propaganda and woke programs that American taxpayers have been footing the bill for. The RSC is committed to eliminating wasteful spending, honoring the commitment Republicans made to the American people last November.

Highlights of the conversation can be found below and the full interview can be found on Spotify, Apple Podcast, Rumble, and YouTube.

History of the Rescissions Process:

Wade Miller: “So historically, the process for a president cutting excess spending was known as impoundment. And then in the 1970s Congress, essentially, and this is an issue for another podcast, but in my view, they unconstitutionally changed that process, and that came out of the Impoundment Control Act. That's what we saw that happened in the 1970s and so out of that, we now have the rescissions process.”

Dispelling Democrat Myths on Foreign Aid Programs:

Rep. Riley Moore: “As it relates to the foreign aid aspect of this, we're not talking about, you know, digging wells and providing clean water and things like that. There's so many aspects of the foreign aid that take place in here that, as you said, we're trying to impress the worst cultural aspects of the United States, which would be some of these woke left agenda items, transgender surgeries. We had $6 million for Net Zero cities in Mexico.”

Ending the Weaponization of Wasteful Spending in Washington:

Wade Miller: “This is defunding legitimately wasteful spending, but a lot of it, it's also a signal to the institutions that Americans rely on and the government relies on, that you can no longer be weaponized against the American people. You can no longer be weaponized against the interests of the United States of America. To the degree that taxpayer dollars are going to be spent, they need to be for a line item that is critical and necessary for the American taxpayer. And when you're $37 trillion in debt, some of these things, like Sesame Street in Iraq, just can't make the cut.”

Impact of RSC Rescissions Working Group:

Rep. Riley Moore: “No, absolutely. And you know, some folks will say, well, it's only $9 billion well, obviously, all of this has a cumulative effect if, if we continue to do these rescissions, which I think we should absolutely do, it's one of the reasons I think Chairman Pfluger of the RSC has asked me to chair the the Rescission Working Group here, which is pushing. It's kind of the tip of the spear, and pushing and fighting for these rescissions and implementing these DOGE cuts, which I think has been hugely helpful in trying to find waste, fraud and abuse.”
