House Delivers Game-Changing Protections and a Massive Victory for Women's Sports

WASHINGTON, DC — Today, the U.S. House of Representatives passed H.R. 28, landmark legislation that protects the integrity of women’s sports.

H.R. 28, the Protection of Women and Girls in Sports Act of 2025, reinforces Title IX protections and ensures that biological differences are recognized in athletic competition. The bill was introduced by Republican Study Committee (RSC) member Rep. Greg Steube (FL-17) and is a RSC priority.

"The House has delivered on its promise to protect women’s sports," said Rep. Greg Steube. "Americans are united in our belief that men have no place in women’s sports, whether it’s breaking records, entering locker rooms, or stealing scholarship opportunities. Denying biological truth erases fairness in sports and puts women’s safety and opportunities at risk. Today’s passage sends a clear message to the Senate—protecting women and girls in sports is not negotiable."

This legislation comes at a crucial moment for women’s sports, where girls and women in schools and institutions of higher education across the country are being forced to compete against biological males. H.R. 28 establishes clear standards to maintain the integrity of women’s athletic competitions at all levels. 

“The passage of H.R. 28 is a declaration that the achievements and opportunities our daughters, sisters, and future champions have earned will not be compromised,” said RSC Chairman August Pfluger (TX-11). For over fifty years, Title IX has opened doors for millions of young women. Now, we're reinforcing those foundations with iron-clad protections that ensure fair competition remains truly fair. As a father to 3 young girls, I am relieved that we are championing common sense policies that empower and protect women’s sports. I applaud the efforts of RSC Member Rep. Greg Steube on this critical issue.”

This legislation now heads to the Senate for a vote, and soon to President Trump’s desk for signature.
