One Path Exists to Bypass the 60 Vote Threshold, Republicans Must Take It
WASHINGTON, D.C. — With just a short eight months until the 119th Congress ends and no viable path to sixty votes in the Senate on critical legislation, the Republican Study Committee (RSC) is sounding the alarm: reconciliation is the best vehicle to get conservative priorities to President Trump's desk.
The Department of Homeland Security (DHS) shutdown and the Senate's stalling of the SAVE America Act removed any doubt that a single Democrat vote is coming. Congressional Democrats passed two reconciliation bills without hesitation when they held the majority, and Republicans should do the same.
Over a dozen members of the RSC are united in passing a second reconciliation bill:
"The DHS shutdown and the stall on the SAVE America Act have removed any doubt: there is not a single Democrat vote waiting for us in the Senate. We have no path to 60, and we cannot afford to wait,” said RSC Chairman August Pfluger (TX-11). “Democrats did not hesitate to use their trifecta to push through two reconciliation bills, and neither should we. Speaker Johnson is right that this bill does not have to be as big to be just as beautiful, and the RSC framework gives us exactly the foundation we need to move. Voters sent us here to fight for them, not to beg for votes from a party that wants to see this country fail. It is time to get it done.”
“Reconciliation gives Republicans a powerful opportunity to deliver real relief for American families, and we intend to use it. Advancing a second reconciliation bill allows us to continue to restore fiscal sanity, address the affordability crisis, and cement key policies from President Trump’s agenda. Through RSC’s Reconciliation 2.0 effort, we are focused on turning the America First agenda into real results for families across the country," said RSC Vice-Chair Ben Cline (VA-06).
“The time is now for House Republicans to act. It would be political malpractice to not use our conservative trifecta to pass RSC’s Reconciliation 2.0. We must turn the rest of President Trump’s America First agenda into law. Lower costs, more housing, expanded opportunities, and making the American Dream affordable again. Most importantly, we must get the SAVE America Act across the finish line. We can’t wait, America deserves results today,” said RSC Messaging Task Force Chair Mark Alford (MO-04).

“Reconciliation 2.0 is a chance for Republicans to build on the success of last year's accomplishments and address the most pressing issues facing the nation. Whether it’s rising healthcare costs or restoring the dream of homeownership, which feels increasingly out of reach for younger Americans, this is our chance to deliver for the American people who sent us here. It’s time to go big or go home,” said Rep. Eric Burlison (MO-07).
“For generations, the American Dream meant working hard to buy land, own a home, and raise a family—but for too many West Virginians, and Americans all across the country, that dream has become unattainable. I’m grateful to Chairman Pfluger for his leadership working to craft an America First Reconciliation 2.0 package aimed at restoring that promise and making the American Dream possible again. I’m also grateful that the framework includes my Jumpstart Savings Act. This plan would allow Americans to open accounts—similar to 529 plans—that provide a tax-free option to help them enter the trades and cover business expenses like purchasing tools and equipment, obtaining certifications, and other startup costs. These blue-collar careers provide family-supporting wages, a path to a secure retirement, and access to high-quality health insurance. A second bill would give us the opportunity to build on that progress, address health care costs, lower the burden on working families, and keep delivering on the promises that earned us this majority,” said Rep.
