Rare Mineral Deal Signed: Another Historic Victory for President Trump

April 30, 2025

WASHINGTON D.C. – The United States and Ukraine have formally concluded a historic agreement under President Trump's leadership, establishing privileged American access to strategic investment opportunities in Ukraine's wealth of natural resources, including critical minerals such as aluminum and graphite, as well as energy reserves of oil and natural gas.

In recognition of this monumental economic deal, members of the Republican Study Committee (RSC) released the following statements:

"This deal represents the hard work of President Trump and this administration to ensure an end to this conflict—a conflict that happened because President Biden eroded American deterrence and Putin saw a White House that would do little to prevent him from reinvading Ukraine. This agreement positions our two countries to work collaboratively, enhance our capabilities, and counter the malign economic activities of the Chinese Communist Party, Iran, and Russia. Additionally, it signals to Moscow President Trump’s commitment to a lasting peace for the Ukrainian people and spells the beginning of the end for the enemies of freedom," said RSC Chairman August Pfluger (TX-11).

“Peace, at long last, is within reach. I am encouraged by President Trump and President Zelenskyy signing an agreement on rare earth minerals. This represents not only a concrete step towards peace, but a commitment from both sides to work closely to hold Moscow accountable and isolate Putin if he refuses to join the President in negotiating an end to this war," said RSC National Security Task Force Chair Rep. Zach Nunn (IA-03).

“The signing of this agreement between the United States and Ukraine underscores our shared commitment to an enduring and just peace for Ukraine. The failed Obama/Biden policy of appeasing adversaries and failing to respond to naked aggression was an invitation to Putin. President Trump offered Putin an opportunity to end his war. Putin responded by escalating attacks and killing more children. This agreement, along with other measures, will restore credible deterrence, and I am grateful for President Trump’s accomplishment,” said Rep. Joe Wilson (SC-02).

“From the start, President Trump has made clear that he would reorientate US foreign policy to put America first. The recently signed mineral deal with Ukraine shows he has delivered," said Rep. Pat Fallon (TX-04). “What we witnessed today is a far cry from what the world was subject to under the Biden Administration–blank checks and the abject failure to envision an endgame to this horrible, destructive conflict. Not only does this deal advance US interests, but it will help deter Russian aggression on the world stage through support for Ukraine, which is a major victory for all who value peace, stability and security.”
