RSC Chairman Unveils Plan to Make Census Great Again with COUNT Act

August 29, 2025

WASHINGTON, D.C. — Republican Study Committee (RSC) Chairman August Pfluger (TX-11) joined the Steve Deace Show to unveil the COUNT Act, which will bring an end to a constitutional crisis hiding in plain sight by bringing accountability to our census.

During their conversation, RSC Chairman Pfluger went into detail on how former President Joe Biden worked to quickly dismantle all of the actions President Trump took to ensure that the census was not skewed through the counting of illegal immigrants as if they were lawful voters. Not only did Biden’s action serve to weaken the political power of American citizens, but his willingness to count illegal aliens without a legal right to vote represents a betrayal of the constitutional principle that representation reflects actual citizenship.

RSC Chairman Pfluger touched on the 2019 U.S. Supreme Court ruling confirming the legality of including a citizenship question on future censuses and said individual states should be enforcing this common-sense practice. He stressed that the COUNT Act is crucial in restoring law and order so that Congressional Democrats cannot hijack the U.S. Census Bureau in the future.

Chairman August Pfluger:

“The COUNT Act would require that a citizenship question be asked on the census, and that other agencies and departments within the executive branch share the question of citizenship with the Department of Commerce, who does the census. We cannot ignore this question any longer, because we know that the numbers have been skewed. Just take California and New York at least three additional congressional districts have been added in those two states alone because of overcounting.”

Chairman August Pfluger:

And in the case of Joe Biden, he invited millions of “tourists” into this country who would be counted in blue states like New York and California. That would result in additional congressional seats, and those would be taken away from the states that are following the law, and actually enforcing the laws that are on the books. And that's really the crux of it, is that it hurts the overall representation and the idea that our Founders had, which is that the state should follow the laws…We should be enforcing the laws. That's why the COUNT Act is so important, and why I'm introducing it.”

Chairman August Pfluger:

“But I can't stress this enough: the last census was in 2020…the next one is 2030. I think another conversation here is well, how valid were those 2020 results if they were counting millions, literally millions [of illegal aliens], and putting representatives into states that didn't count correctly, that counted people who were not lawfully here. I think that question still remains to be answered. This [bill] is a good first step.”
