RSC Leadership Endorses Finstad Legislation to Crack Down on Welfare Fraud

January 28, 2026

WASHINGTON, D.C.  Today, the leadership of the Republican Study Committee (RSC) voted unanimously to formally endorse two bills introduced by Congressman Brad Finstad (R-MN) aimed at combatting the welfare fraud which has become rampant in Democrat-run states like Minnesota. The vote to endorse the legislation comes amidst the release of the RSC’s Reconciliation 2.0 Framework, which includes policy proposals aimed at eliminating fraud in taxpayer-funded programs.

The two bills endorsed by the RSC advance commonsense policy solutions aimed at deterring and combatting fraud, and were introduced by Congressman Brad Finstad (MN-01) in support of his longstanding effort to protect taxpayers in Minnesota and across the country. The first bill, the Fraud Accountability and Recovery Act, directs the President to temporarily freeze foreign assistance to any country that refuses to assist the United States in identifying and returning taxpayer dollars illegally sent to foreign nationals. The second bill, the SNAP Data Transparency and Oversight Act, requires states to provide beneficiary-level SNAP data to the United States Department of Agriculture (USDA) in order to provide the federal government with the information necessary to detect and prosecute welfare fraud.

“The American people are rightly outraged by the massive welfare fraud uncovered under Governor Tim Walz's watch," said RSC Chairman August Pfluger (TX-11). "Taxpayers are being robbed blind while Americans who truly depend on these programs are left out in the cold. I commend Congressman Finstad for putting Minnesotans first, and the RSC stands with him in restoring integrity to our federal and state programs."

“Minnesotans have watched billions of taxpayer dollars disappear because of failed oversight and a refusal by Minnesota Democrats to take fraud seriously," said Rep. Brad Finstad (MN-01). “These bills are about restoring accountability, securing the integrity of safety-net programs, and making sure help goes to those who truly need it, not criminals exploiting a broken system. I’m grateful to the RSC for standing with me to put taxpayers first and bring transparency and common sense back to government programs.”

The RSC remains determined to root out fraud in government programs, and believes that a second conservative reconciliation bill is the best means by which to enact real legislative solutions to this growing problem. As the Democrat Party continues to refuse to even acknowledge this crisis, the RSC is adamant that the American taxpayer must be protected, and can be by codifying commonsense solutions to address taxpayer fraud in Reconciliation 2.0.
