WHAT THEY'RE SAYING: RSC's Push for a Second Reconciliation Bill

January 14, 2026

WASHINGTON, D.C.  Following the unveiling of the Republican Study Committee’s Reconciliation 2.0 Framework: Making the American Dream Affordable Again, Members of Congress, media outlets, and conservative leaders are highlighting the urgency of advancing a second reconciliation bill to lower costs, restore fiscal discipline, and lock in President Trump’s America First agenda.

Here’s what members of the RSC are saying:

“We have momentum on our side, and there's more work to be done, but we owe it to the next generation. We owe it to the American public, and that's why we're acting with urgency and introducing this framework. The Republican Study Committee is leading this effort, because the RSC is the engine of ideas in Congress, at 190 members strong, with every single member on a fantastic committee. We've been working with experts, with members, with the grassroots, with committees and conservatives on this, and when you look at the first reconciliation bill, it delivered the largest tax cut in American history. It's time to build on that progress, but the clock is ticking,” said RSC Chairman August Pfluger (TX-11).

“The RSC’s Reconciliation 2.0 framework is about making life more affordable for American families,” said RSC Vice-Chair Ben Cline (VA-06). “By lowering energy, housing, and health care costs, we are taking direct aim at the biggest drivers of Biden-era inflation and putting families first. This plan reins in Washington spending, cuts burdensome regulations, and empowers the private sector to deliver real relief. I was proud to work with Chairman Pfluger and my RSC colleagues on this crucial plan that cuts reckless spending and secures a stronger future for the next generation of Americans.”

"Every family deserves a shot at the American Dream. This framework puts housing affordability front and center—expanding supply, lowering barriers to homeownership, and stopping policies that push families out of the market. Combined with commonsense reforms in health care and energy, it’s a plan built around affordability and opportunity for all Americans," said RSC Messaging Task Force Chair Mark Alford (MO-04).

"The Reconciliation 2.0 framework lowers costs for families, expands access to homeownership, strengthens American energy dominance, and cuts wasteful government spending. This plan delivers results to restore the American dream. We must seize the opportunity to build on the successes of the first reconciliation package and bring additional regulatory relief to American families,” said RSC Article One Task Force Chair Harriet Hageman (WY-AL).

“After years of sky-high prices driven by the Biden-Harris agenda, Republicans are done playing defense. This framework takes direct aim at the affordability crisis by expanding housing supply, lowering health care and energy costs, and cutting the wasteful spending that made everything more expensive. It’s a thoughtful and responsible plan to help make the American Dream affordable again,” said Rep. Erin Houchin (IA-09).

"Northeast Floridians want what most Americans want: to keep more of their hard-earned money and to pursue the American Dream. This plan delivers on those goals by restoring the path to homeownership, delivering lower health care costs, and unleashing American energy to drive all prices down.  My Republican colleagues and I are putting affordability back in reach for the American people,” said Rep. Aaron Bean (FL-04).

“The 2024 election of a GOP trifecta was fueled in part by rural America and its desire to reverse Biden-Harris inflationary policies. Accordingly, it would be a mistake to squander this rare opportunity that rural communities helped deliver. Should we get buy-in from the Senate, we can do positive things with a second reconciliation package to help rural Americans,” said Rep. Morgan Griffith (VA-09).

"As a member of the Republican Study Committee, I support this new plan to cut $1.6 trillion in bloated federal spending. It builds on House-passed bills to rein in waste, restore fiscal responsibility and protect hardworking taxpayers. This is an important step toward sending a second reconciliation bill to the President’s desk," said Rep. Scott Franklin (FL-18).

“Rep. Pfluger and many of my fellow members in the Republican Study Committee have put forward a bold reconciliation plan to improve affordability in housing, health care, and energy. These conservative proposals would codify parts of President Trump’s agenda and deliver real results for Americans. It’s a must-pass,” said Rep. Craig Goldman (TX-12).

“For generations, the American Dream meant working hard to buy land, own a home, and raise a family—but for too many Americans, especially in West Virginia, that dream has become unattainable. I am grateful to Chairman Pfluger and the Republican Study Committee for offering a framework for Reconciliation 2.0 that will help make the American Dream possible again. I am also grateful that the Chairman included my Jumpstart Savings Act in the framework. This plan allows Americans to open accounts - similar to 529 accounts - that give Americans a tax-free option to help them enter the trades and pay for business expenses - like buying tools and equipment, obtaining certifications, and covering other startup costs. These blue-collar jobs provide a family-supporting wage, enable a secure retirement, and provide access to high-quality health insurance. This will jumpstart the workforce to achieve the new American Golden Age,” said Rep. Riley Moore (WV-02).

“The American people gave Republicans a mandate, and they expect Congress to codify President Trump’s transformational agenda into law. Reconciliation 2.0 is a key tool we have in our tool belt to get this done. The time is now to act swiftly to Make America Affordable Again—there isn’t a moment to lose,” said Rep. Troy Downing (MT-02).

Here’s what key stakeholders are saying:

Dr. Kevin Roberts, President of Heritage Action: “The RSC's framework for a second reconciliation bill underscores what is possible when conservatives are prepared to fight. Republicans passed one reconciliation bill to deliver on President Trump’s campaign promises – now it’s time for a second bill that takes decisive action to drive down costs, codify the President's popular executive orders, and cut the wasteful spending fueling inflation. Heritage commends the strong Reconciliation 2.0 framework from RSC Chairman August Pfluger and the Republican Study Committee. This is a generational opportunity to lead in the fight to lower costs for families and make the American dream affordable again.”

Brandon Arnold, Executive Vice President, NTU: "National Taxpayers Union applauds the Republican Study Committee for jumpstarting the conversation about a second reconciliation bill focused on protecting taxpayers, reducing the deficit, and lowering costs for working families. Chairman Pfluger’s vision includes many solutions to address our troubling fiscal situation, particularly in health care, energy, and wasteful spending. We look forward to helping many of these good ideas come to fruition so we can help preserve the American Dream for future generations by providing a much-needed dose of fiscal discipline to runaway government spending."

Grant Newman, The Immigration Accountability Project: "The Immigration Accountability Project is proud to support the RSC's Making the American Dream Affordable Again reconciliation framework. This would build upon the historic success of the Working Families Tax Cuts Act by expanding the tax on remittances, blocking illegal aliens from public benefits and tax credits, and withholding federal funds from sanctuary jurisdictions and states that issue driver's licenses to illegal aliens."

Paul Teller, President of Teller Strategies: “Kudos to the RSC for its thoughtful framework and strong push for a second reconciliation bill this Congress.  The RSC continues to muscle-up at a time when too many Republicans remain fearful of bold action to fix our dire fiscal situation.  Now is not the time for weak tinkering around the edges, especially if Republicans want to show any contrast with Democrats this fall.”

Noah Brandt, Vice President of Communications and Government Affairs at Live Action: "Live Action strongly supports the Republican Study Committee’s reconciliation framework to extend and strengthen the defunding of Big Abortion. Taxpayers should not be forced to subsidize organizations that profit from ending preborn lives while receiving hundreds of millions in public funds each year. This is a serious, moral, and fiscally responsible step to protect life and ensure federal dollars support care that truly serves women and families."

The Bull Moose Project: “Republicans delivered a big win for the American people when they passed the Big, Beautiful Bill last year. But reconciliation rules allow them to pass two more bills; in a critical election year, they shouldn’t rest on their laurels. The Republican Study Committee’s framework for a second reconciliation bill — touching on crucial issues like making it easier to buy a home, expanding healthcare access, and cutting even more waste and fraud —is a phenomenal start. House and Senate Republicans should come together and use it as a basis from which to notch even more wins for Americans.”
